Mission towards the Advancement of Women

A life-time commitment to the advancement of women both at the national and international levels. As scientist, politician and development specialist, she has dedicated her multi-faceted career to serve women's cause in policies, public services, sciences, information and technology, social work at grass roots level, education and culture, and other disciplines. Her affiliations with national and international organizations, non-governmental organizations, research and knowledge institutions have been directed towards women's empowerment.

Author of a large number of scientific articles in the field of specialization (Geology), and in the field of Science and Technology for Development and Environment in both international and national journals

Chairman of The Sciences and Engineering Department of The American University in Cairo (1975-1980).

Appointed by His Excellency The President of the Arab Republic of Egypt in the National Specialized Council of Education and Scientific Research (affiliated to the Presidency, 1996 till present).

Member of the following councils of the Academy of Scientific Research and Technology of Egypt;

- Council of the Basic Sciences
- Council of Industrial Research

Vice Chairman of the Board of Directors of Misr Language School, Giza, Egypt (1990 till present).

Member of the National Commission on the "Development of Higher Education in Egypt" chaired by His Excellency The Minister of Higher Education.

Honorary Member of the Inter-Parliamentary Union (1984), and Chairman of the IPU Committee on Science, Education and Environment (1979-1980) Caracas, Venezuela.

Chairman of the Special Parliamentary Committees of the Shura Assembly on:

- The Land Use Plan of Egypt (1987).
- The Nuclear Program of Egypt (1988)
- Ethics of Scientific Research and Technology (2001).

In the Parliament: Submitted and defended a number of laws and acts related to scientific and environmental issues including:

- The Law of the Protection of the River Nile (passed).
- The establishment of Egypt's Environmental Authority (passed).
- The Law of Protected Areas and National park of Egypt (Ras
Mohamed) (passed).
- The Law of Syndicate of Scientific Profession (passed).


President of the Scientific Association of Egyptian Women (NGO) to promote Environmentally Sound Utilization of Science and Technology in development, emphasizing the role of women.

Prepared and presented a weekly TV program that started in 1962 . The program is concerned with the popularization of the scientific and technological achievements and their impact on development and on the environment (1961-2001).

Member of the Board of Directors of Suzanne Mubarak's Children Science Museum in Egypt and was heavily involved in the process of its' establishment being responsible of all the scientific aspects of the museum (1988 till present).

Chair of the Advisory Board affiliated to the Social Fund of Egypt (Chairman 1998-2000).

Some International Activities:
Chair of the Gender Advisory Board linked to the United Nations Commission on Science and Technology for Development (UNCSTD).
1995-1998, and Co - Chair, 1998 till present.

Member of the Board of Directors (and the Executive Committee) of the International Federation of Advanced Studies (IFIAS), Toronto, Canada (1993 till present).

Chair of the Executive Committee of the Gender Science and Development (GSD) Program affiliated IFIAS, Toronto, Canada (1992-1997).

Vice-President of the Board of the Third World Organizations for Women in Science (TWOWS) affiliated to the Third World Academy of Science (TWAS) Trieste, Italy (1990 till present).


Co-Chair of the International NGO, Women, Environment and Development Organization (WEDO) New York, USA (1990 -2000).

Co-Chair of the International Panel on Global Ethics on Xenotransplantation, hosted by the Medical School of Harvard, University Cambridge, U.S,A, and the Hastings Center, New York
(1999 -2000).

Member of the International Forum of Women of the Mediterranean network... UNESCO.

Member of the gender-working group, formed by the United Nations Commission on the Science and Technology (1993-1995).

Frequent short-term consultant/expert to several international and regional programs organized by various UN Organizations e.g. UNIFEM, UNDP, INSTRAW…etc.

Coordinated and chaired a number of regional and international conferences and seminars.

Member of many official governmental and parliamentary delegations to various parliamentary and UN conferences related to Science, Technology, Development Environment and Women.

Functions

The Secretary General shall be responsible for the following

1. Represent the Council in its contacts with external parties and before the judiciary system.
2. Achieve the Council's recommendations and monitor the implementation of the general policy adopted by the Council in order to fulfils its objectives.
3. Follow-up the activities and recommendations of the Standing Committees, the General National Conference and its Executive Committee, the Branches of the Council and follow-up the preparation of the corresponding reports and submit the recommendations and decisions to the Board of the Council, with comments.
4. Invite the Council to convene at the times and dates decided by the President of the Council.
5. Issue the decrees for the composition of the Council's delegations abroad, after approval by the President of the Council.
6. Conduct and transmit the Board of the Council's decisions, recommendations and proposals to the concerned parties.
7. Supervise the preparation of the proposed annual budget and the final financial statement.
8. Implement all activities assigned by the Board of the Council and its President.
9. Supervise the performance of the Technical Secretariat of the Council and develop an organizational chart for employees after approval by the President of the Council. In this respect, the Secretary General has the same authorities as that of Ministers.
10. Issue the decrees for the composition of the Council's Standing Committees, after approval by the President of the Council.
11. Issue the decrees for the composition of the Council's Branches, after approval by the President of the Council.
12. Issue the decrees for the composition of the Council's Ad-hoc Committees, after approval by the President of the Council.
