Each Standing Committee shall comprise not less than seven
and no more than 22 members. Besides the Council's members, these committees
shall include some public figures that have expertise in women issues and in
social activities, particularly in the specific field of activity of the concerned
committee. The coordinator shall propose the names of the candidates for approval
by the President of the Council, after consultation with the Board of the Council.
Candidates shall be appointed for a term of two years subject to renewal.
The standing committees shall be responsible to study the
issues referred by the President of the Council, shall propose and organize
meetings, research and training relating to the committee's scope of work. The
committees shall assist the Council in fulfilling its mandate and its by-laws.
Each standing committee shall be chaired by a coordinator
assisted by an alternate coordinator selected by the Council from among its
members. The coordinator shall supervise the work of the committee.
Each committee is authorized to seek the assistance of no more than two experts.
Each committee shall be invited to convene by its coordinator
at least once per month and the committee quorum is attained by a simple majority.
Coordinators shall chair the meetings, with the assistance of the alternate
coordinator. The coordinator shall be replaced by the alternate coordinator
in case of absence. Decisions are adopted by the majority of votes. In case
of a tie vote, the vote of the Coordinator shall break the tie.
The Coordinator is entitled to invite experts to the meetings.
The committee shall propose a one-year plan of action that
shall be transmitted by the coordinator to the Secretary General as well as
the agenda of the committee's meetings.
Each committee shall conduct studies related to its field
of expertise and shall submit to the Council a bi-annual report of activities.
The committee shall also be authorized to submit other reports related to specific
subjects.
Correspondence between the committees and any external party
shall be through the Secretary General.
